Yikes! That sure is confusing. I think it means don't open the window. may open next window to left (green arrow points left), stop! (red arrow points up) do not open window above.???
That is the most useless sign I have ever seen. Classic!

I think it means that if you pull on that, the window will open, so DON'T pull on that/DON'T open the window.
As you're no longer in Turkey, I'd think the buses you ride should have some words along with those symbols, no?
OMG!!! You are never going to believe this!! I went on a "turn-around-trip" to Laughlin, NV last year and I took a picture of the very same hieroglyphics!!! I sent the picture to John Stossel of
"20/20" fame. I asked him if he could explain to the world what this sign was trying to convey...but I never heard back from him.
I hope you find an answer to this quandry!
To open window: push out, not up.

Those don't even look like windows to me...more like tents or upside-down tacos.
It means - "An open window like this one is very exciting, but a wondow that has been obstructed by an X will drive you up a wall."

It's sad that I can't even think of anything funny to say about that sign. It made my head hurt thinking about it.
I have to agree with "alwaysopenand uncool" but I hate to do that. It is such a boring answer. If I can find it, I'll post an equally confusing sign from Belgium on my blog.

I believe it means "Idiot On Board!"
hahaha... I just laughed out loud reading everyone's interpretations of the sign. I needed a good laugh - so, thank you indecipherable sign.
